In the name of the Lunenburg Water District of Lunenburg, Massachusetts, you are hereby directed to notify and warn the voters of the Lunenburg Water District to meet in the Lunenburg Water District, 496 Massachusetts Ave in said Lunenburg, Saturday the 25th day of March at 10:00 o’clock in the forenoon then and there to act on the following articles, viz:

 

(Polling hours are 8:00 A.M. to 10:00 A.M.)

 

ARTICLE 1. To choose by ballot the following Officers for the following terms: Moderator for one year or until a successor is elected. Commissioner for three years or until a successor is elected.

 

ARTICLE 2.  To accept the reports of the District Officers.

 

ARTICLE 3.  To see if the District will vote to appropriate from the income of the District the sum of $1,692,272.00, or some other sum or sums, to be used to defray the regular annual operational and maintenance costs of the District for the fiscal year 2024 and fix the salary and compensation of the several elected officers of the District, all set forth in detail in the maintenance and operational budget for the ensuing year, or act anything thereon.

 

ARTICLE 4.  To see if the District will authorize the Treasurer, with the approval of the Commissioners, to borrow money in anticipation of revenue for the fiscal year beginning July 1, 2023 and ending June 30, 2024, in accordance with the provisions of the General Laws, Chapter 44, Section 4 and/or Acts and Amendments thereto, and to renew any note or notes as may be given for the period of less than one (1) year in accordance with the provisions of General Laws, Chapter 44, Section 17, as amended, or act anything thereon.

 

ARTICLE 5. To see if the District will vote to appropriate from the Water Enhancement Account the sum of $50,000.00 or some other sum or sums, for the purchase of materials and equipment for the repair of water mains, including any incidental or related costs and expenses, or act anything thereon.

 

ARTICLE 6. To see if the District will vote to appropriate a sum of money, which sum shall supplement the $800,000 appropriated and authorized to be borrowed under Article 6 of the March 27, 2021 Annual District Meeting, to defray the expense of replacing the water main on Massachusetts Avenue in the area of ‎Townsend Harbor Road and Arbor Street, including all costs incidental or related thereto; to determine whether this appropriation shall be raised by borrowing or ‎by appropriating from Surplus Revenue, or the System Enhancement Account, as conditioned by ‎Chapter 17 of the Acts of 1939 and amendments, or otherwise; to see if the District will authorize the District Commissioners to issue bonds and/or notes under Chapter 44 of the General Laws for such purpose, or act anything thereon.‎


ARTICLE 7. To see if the District will vote to raise and appropriate, transfer from available funds, or borrow pursuant to any applicable general or special law, a sum of money for a Lead Service Line Inventory and Replacement Program as required by the 2021 Lead and Copper Rule Revisions, which requires that all Public Water Systems complete an inventory of utility- and customer-owned service lines connected to its distribution system and prepare a replacement plan by October 2024, including engineering and construction costs and all costs incidental or related thereto ; that the District Commissioners be authorized to enter into any agreements and take any other action necessary to carry out the project, including execution of a grant agreement with the Massachusetts Clean Water Trust or any other entity to obtain reimbursement of such funds; or act on anything thereon.

And you are hereby directed to serve this Warrant by posting attested copies thereof, one at the Town Hall, one at Whalom Variety and one at the Lunenburg Water District, seven days at least before said meeting. Hereof fail not and make due return of the Warrant with your doings thereon to the Water Commissioners at the time and place aforesaid.
